Fed不升息 投顧：助風險資產走勢
（中央社記者潘智義台北18日電）美國聯準會不升息，但會後聲明提及中國大陸及其他新興國家經濟成長放緩，增添市場短線波動可能。富蘭克林投顧認為，在資金行情下，仍有助風險性資產走勢。
美國聯邦準備理事會公開市場委員會今天決議，維持基準利率不變，暫不採取升息行動。
富蘭克林投顧指出，相較8月市場震盪，目前聯準會釋出鴿派寬鬆的態度，加上許多資產評價面吸引力浮現，資金行情反而有利於支撐風險性資產。
美國聯準會不升息，但會後聲明顯示全球經濟成長不確定性增加，可能遞延升息時程，決策官員預估，年底前仍有升息1碼的可能。
美聯準會公開市場委員會後聲明透露，美國經濟溫和擴張，且就業市場持續改善；然而近期全球經濟成長不確定性，及金融市場波動可能在某種程度上抑制經濟活動，並讓短期通膨造成進一步的下行壓力。
聯準會最新經濟展望預測，調降對未來兩年的經濟成長率預估。富蘭克林投顧引述CNBC調查，於聯準會利率會議後訪問24位經濟學家結果顯示，67%預估今年底前仍將升息，59%預期12月升息。
最新聯邦基準利率期貨顯示，10月升息機率為18%、12月前升息機率為45%。
富蘭克林投顧評估，著眼中國大陸政策積極做多，歐美將迎接年底消費旺季，可望帶動亞洲國家出口回溫，目前全球主要股市已重新站上月線，未來將朝收復季線及年線關卡邁進。
反彈過程中波動難免，但在全球景氣溫和復甦，與資金寬鬆趨勢引領下，對第4季旺季行情仍可樂觀以待。1040918
